పాఠశాల విద్య ఏ భాషలో బోధించాలి?

ప్రాధమిక విద్య ఇంటి భాష లోను, ఉన్నత పాఠశాల విద్య మాతృ భాష లోను మాత్రమే జరగాలి.  నాలుగో తరగతి నుండి ఆంగ్ల భాష  ను నేర్పించడం మొదలు పెట్టి పదవ తరగతి లోపు ఆ భాష పై పట్టు ఉండేలా బోధించాలి.
